ADAPTATION TO CLIMATE CHANGE IN THE BALTIC SEA REGION: MANAGEMENT ASPECTS OF FLOOD AS THE CONSEQUENCES OF CLIMATE CHANGE

ABSTRACT
The study pertains to a regional and local context of the adaptation to climate change and explores the main international and European Union decisions in this regard, as well as the goals set for Latvia. The concept of adaptation is clearly connected with the drafting of sustainable development policy and must be handled at different levels.
The study analyses the examples of international and local projects used in the situation of Latvia and the documents drafted by local governments, facilitating implementation of the adaptation measures. The study prescribes the most important local government management instruments necessary for ensuring adaptation to climate change. The study contains more detailed research of manifestation of the consequences caused by climate change in Europe and Latvia, analysis of its reasons and recommendations both for the elimination of flood consequences and adaptation thereto if necessary, as well as the possibility of raising international financial resources for this goal.
