SUPPORTING INNOVATION IN POLAND: THE ROLE OF INFORMATION AND COMMUNICATION TECHNOLOGIES AS NATIONAL AND REGIONAL SMART SPECIALIZATIONS

ABSTRACT
The architecture of the Europe 2020 strategy execution system assumes intense integration of activities at the level of the Member States and regions thereof, aimed at a common objective. One of its elements is the identification requirement related to smart specialisations, reflecting the endogenous potential of regions, related to maximisation of synergic effectiveness of funds provided for execution of the strategy. This paper shows the role of ICT as national and regional smart specialisations in creation of an innovation ecosystem in Poland. The study is based on an intensive review of EU, national and regional strategic documents, further supplemented by multidisciplinary literature review on ICT, innovation, and smart specializations. The carried studies allowed the architecture of the Europe 2020 strategy execution system to be defined, together with the scope within which ICT is included in national and regional smart specialisations in Poland. The results show the horizontal and vertical character of ICT tools, possibilities of its applications and expected directions of improvement in voivodeship development strategies focused on supporting innovative processes.
