Administrative-territorial unit is a structure defined by social, economic, territorial, historical and cultural factors, and its functioning is a complex activity that raises numerous problems to make decisions. One of the basic problems is the management of the territory, in fact, achieving the entire cadastre on the administrative-territorial unit and also on the entire country.
The realization of cadastre imply the evidence of technical, economic and legal aspects of properties, whatever their purpose and owner. These aspects are achieved by identifying, recording and representation on cadastral maps and plans all the properties. Cadastral numbering is an important activity in the technical side of the cadastre, so that, its implementation must be done according with the current standards legislation. Also, it is necessary to respect the principles of creating a computer information systems to manage cadastral information at national level with the possibility of compatibility and integration the system at international level.
The efficiency of this process will depend on accurate knowledge about the cadastral reality of the land. Also, the computer implementation will be made in accordance with the technical and juridical principles that governs the cadastral activity at this moment.
