MECHANICAL BIOLOGICAL TREATMENT OPTIONS OF MUNICIPAL SOLID WASTE: CASE OF REGION LIEPAJA, LATVIA

ABSTRACT
To achieving the European Union’s environmental policy objectives for waste management region of Liepaja, it is necessary to develop a waste management model that is relevant to an existing regional system, taking into account the amount of produced waste, the processing technology and infrastructure, public behavior and regulatory framework, and at the same time it allows to operate the system in a sustainable way.
The suitable place for main waste treatment infrastructure deployment in the Liepaja region is a landfill "Kivites" because it has already set up the infrastructure for waste mechanical sorting, landfill gas collection and using in combined heat and power, as well as waste disposal.
The novelty of this study gets mechanical biological processing technologies in using for mixed municipal waste without full mechanical treatment. Such an approach is chosen based on studies of relatively high biological material admixture in recyclable material.
The study has been developed the management approach not only for processing technology but also provides a theoretical model of municipal solid waste mechanical biological treatment for region Liepaja. The model includes the benefits of the system, the preconditions of implementation, as well as the solutions of short and long term implementation. In addition, the exisiting biodegradable waste management model of Liepaja Region that based on household waste disposal in the energy cells with biogas extraction - is not an effective solution and does not comply with European Union and Latvian environmental policy requirements regarding the biodegradable waste disposal and reduction of waste materials for recycling. In Latvia has not yet been implemented, no mechanical biological treatment technology with dry fermentation reactor, so there is no definition of a sustainable waste management system that would enable the effective separation, collection and treatment of organic waste, thus improving the rest of the waste materials for the quality and use of facilities. Methods of research is the analysis of documents, sociological research methods (deep and structured interviews methods, survey method), random method of case study and content analysis.
