RIVER SYSTEMS AND WATER RELATED EXTREMES WITH RESPECT TO DROUGHT

ABSTRACT
River systems function and operation is connected to various each other related phenomenon and impacts, with natural or anthropogenic origin. Some of them are associated to the climate variability and change, other follow the logics of the hydrological cycle, both with respect to the occurrences in unusual or extreme way.
Accounting their possible harmful impact, regarding to the requirements of the Water Framework Directive, all EU member states are recommended to apply in practice specific mitigation measures. For the purpose implementation of River Basin Management Plans is proposed. Their second stage strongly focuses on the climate change influence and mitigation with respect to the water related extremes as drought and floods. Pointed events proper diagnostics is connected to explicit understanding of the origin and severity of appearance specification. For the purpose in practice are in use various approaches. Some of them are briefly presented in the material with accent on the implementation of the hydrological Standardized Runoff Index (SRI) for drought diagnostics purposes in Bulgarian conditions. Presented real key study aims clarification of the index applicability with some new considerations, sharing obtained experience to the professionals in the area.
