During the last 30 years we have seen a lot of initiatives for implementation of information management, especially for spatial data this will be geographic information systems. As a useful system for a lot of activities wide number of institution, agencies and companies started using geographic information systems in their activities. In Kosovo GIS implementation started very lately. For the first time it has been used during 1998/1999 [1]. By using GIS, users were able to process data more easily and in a more accurate way. In the beginning of GIS implementation in Kosovo, building of geo-databases was individual and isolated process. A situation like this, which is still present came from not a good coordination of GIS activities and not a good supervision from high-level decision makers. By not doing a proper GIS analysis we found our self in a very complicated situation with a lot of problems and consequences in organization and spending. An application like this has been determined by subjective elements rather than scientific analysis and Kosovo needs. Today, Kosovo institutions by using same budget have built different systems and sometime even not completed systems that harm the compatibility of data exchange. In this paper we will try to design a module of one GIS entity in Kosovo, which would organize and coordinate all institutions which use GIS as their tool.
