ABSTRACT

According to the valid Slovenian legislation the mineral raw materials are
numbered among the natural resources that are part of natural goods important for
satisfying Man’s material and spiritual needs and interests ( Art. 5 of Environment
protection law).
In this sense the mineral raw materials represent a specific category of goods that
are not free to be appropriated by somebody. They are the ownership of the state, and
they can be extracted only under a special permission – the concession. The
ownership of mineral raw materials is defined by the Constitution, the Environment
protection law and the Mining law. These acts give the legal foundations for
exploitation of mineral resources that are owned by the state.
