DEVELOPMENT OF RISK ASSESSMENT METHODOLOGICAL BASIS FOR ESTABLISHMENTS CONCERNED BY THE REQUIREMENTS OF SEVESO II DIRECTIVE

ABSTRACT

In the aim of preventing and controlling major accident hazards involving dangerous substances, many risk assessment methodologies have been developed worldwide. Until now, in Romania no formalized methodology has been proposed to competent authorities to determine the risk level of an industrial establishment. Based on the critical analysis of the risk assessment methods, there have been identified the key elements of the methodological basis of risk assessment for establishments concerned by the requirements of SEVESO II Directive. To reach this goal, four indexes were developed: the first one concerning the hazard source (the establishment), the second one the hazard flow (the vector of accident’s propagation), the third one the vulnerability of targets (human, environmental or equipment) and the fourth one concerning the safety management (prevention and protection actions). The theoretical approach presented in the paper will allow cartography of risk level for an industrial establishment and its vicinity, representing a useful decision tool for risk managers and competent authorities.
