ABSTRACT
The first part of paper presents an outline of the method used to document and classify mineral resources in Poland basing on hard coal resources. An essential factor in rational management of mineral deposits is protection of their resources regardless of whether the country is rich in natural resources or not and regardless of their location. Protection of the resources is imposed not only by common sense but also by the „think globally act locally” rule, the latter being undoubtedly a stimulus for reasonable development. It also has an obvious influence on safe condition of the country within the branch of raw materials and power industry. In Poland the resources are classified on the basis of so-called balancebility criteria as set forth in respective Regulation issued by Minister of Environment. These criteria are defined as parameters that decide whether mining of the deposit or a part thereof could be economically profitable. Hard coal deposit is considered economically useful or useless basing on such natural parameters as depth and thickness of the coal seams and its quality - calorific value. Economic evaluation is not included in this stage of documentation, unlike in many other international classifications, for example United Nation Framework Classification (UNFC). Next stage presents the characteristics geological and mining conditions and formal requirements concerning with protection and manage of hard coal resources, in particular of thin coal seams. From the case study performed on that basis results that considering necessity of protection of thickness seams firstly, there may be situations where conservation of them without industrial significance may result in the unenforceability of exploitation of the seams attractive for the economy. The problem and economic effects resulting from it as significant losses of the resources are presented in the paper on the basis of a hypothetical situation that could take place at hard coal mine.
