ABSTRACT
The evaluation of the environmental policy it relies on the quantification processes of
the expected and / or achieved, as well as of the report between the efforts and the
effects achieved. If the evaluation of the efforts and / or of the effects is objectively or
subjectively distorted, the evaluation process becomes a mere formality, with negative
consequences for all actors involved in policy. Thus, any successful monitoring requires
prior specification of what must be a program providing: deviations from the standard
criteria can not be measured in the absence of clear specifications for such type of
criteria. The work analyses the linking of a program’s purposes with the objectives
based on certain environmental policies.
